Section 148
Section 148 of the Highways Act 1980 deals with penalties for placing specific items on highways. It holds that a person will be guilty of an offence, and liable to be fined, if they commit the following acts without lawful authority:
- Depositing any rubbish, dung, compost or other material for dressing land on a carriageway.
- Depositing the same materials within 15 ft from the centre of that carriageway.
- Depositing anything on a highway that interrupts users of the highway.
- Pitching a booth, stand or stand for the purposes of trading on a highway.
- Pitching camp on a highway.
